Glossary

  • Libraries are the people’s resource centre. They contain books and other materials. They form a county-wide network and, therefore, are an open and welcoming entry point to a full range of services, access to which is facilitated by friendly staff.
  • Play a vital role, actively support and enhance all aspects of people’s lives.
  • Heart - central to.
  • The community, users, non-users, the residential community, business people, educationalists, the voluntary sector, local authorities, politicians, special interest and minority groups, people with special needs and other information providers.
  • Enhance, building on what is already there we improve and add value.
  • Quality of life - fulfilment, employment, security, health, wealth, enjoyment, contentment, widening horizons, enlightenment and achievement.
  • Provide - make available, offer.
  • Opportunity - open doors, life chances, choice.
  • People of Leicestershire who work, study and live in the county.
  • We, each and everyone of us working together, without section boundaries, without reference to position in the organisation.
  • Promote - we provide information about services. We proactively encourage use. We argue for the effective maintenance and development of the service.
  • Professional - we aim to deliver a service that is high quality, effective and efficient, responsible and objective, with staff who are knowledgeable, highly skilled and well trained, motivated, committed, responsive, loyal and dedicated, competent, good communicators and accountable, who behave with integrity.
  • Impartial - our aim is that our service will be fair, neutral, unbiased, non-prejudicial and non-judgmental.
  • Service - our services comprise the provision of materials of all kinds – printed, recorded and electronic, and in-house publications, with support from staff who facilitate use by providing help, advice and instruction.
    These materials may be provided in the library for immediate use, may be specially obtained, and may be specially delivered to people who need such a facility, sometimes in partnership with others.
    Copying facilities are provided.
    Libraries provide the community with space for study, meeting, displays and exhibitions and use by other organisations.
    Library Services for Education provide a special range of services for schools and colleges.

  • We aim - it is the intention of each and every one of us.
  • Equal access - we aim to make services available and relevant to everyone who wishes to make use of them without prejudice.
  • Extensive - comprehensive in both range and depth.
  • Collection of materials. Our collection is selected from all published materials. It is carefully assessed, selected and purchased. The materials are organised and recorded in a way which facilitates ease of access. The collection is carefully managed so that the comprehensiveness of the range, currency and high standards of physical condition are maintained. Our collection will contain:
    • books
    • videos
    • sound recordings (music and spoken word)
    • CD-ROMs
    • maps
    • leaflets,
    • pamphlets
    • language works
    • newspapers
    • periodicals
    • photographs
    • ephemera
    • open learning packs
    • on-line databases
    • web-sites etc.
  • Range of services (see services)
  • Educational - public libraries facilitate lifelong learning, and support teachers and learners within formal education at all levels. They also support independent learners of all ages. They help people to acquire knowledge, literacy, numeracy, qualifications and life skills.
  • Recreational - the enrichment of leisure time.
  • Cultural - libraries help people to participate fully in society and understand ideas, their heritage and the world in which they live.
  • Information - access to facts which support every facet of life.

  • We develop each individual’s self-esteem by building on strengths and giving support in overcoming weaknesses.

Vision Points

The vision statement has been refined into the following vision points:
