Access and Welfare Service

The Access & Welfare Service undertakes the administration of several statutory Local Authority duties, most particularly:
The Admission of children to schools
School Admission and Exclusion Appeals
Mainstream school and college transport

The protection of children from abuse and neglect
Education arranged by parents otherwise than at school
Juvenile employment (the licencing of 13-16 year olds who do paid employment)
Performance licences (eg for children appearing in plays/musicals or doing TV/radio work)
The performance licences are currently being updated and will be available shortly.
Parents' rights and responsibilities under the Children Act (eg matters such as access to records and changing children's names)
Exceptional transport (eg on medical/respite grounds)

Children Missing Education

The Children and Young People’s Service has put in place rigorous arrangements for identifying and maintaining contact with children missing, or at risk of going missing, from education. The process of tracking pupils without an educational placement is part of our collective responsibility and ongoing commitment to safeguarding the welfare of young people.
It is vital that anyone who becomes aware that a child is not, or does not appear to be receiving education, notifies the named person with the responsibility for pupils missing from education in Leicestershire.
The named individual responsible for receiving details of children found missing from education and for brokering support for them through the most appropriate agencies is:
