Emergency Management

The County Council’s main effort in respect of emergency management, in accordance with the Civil Contingencies Act 2004, is co-ordinated by the Emergency Management Section of the Chief Executive’s Department, from its offices at County Hall. Cossington Mill Locks under water
The Civil Contingencies Act replaced both the Civil Defence Act 1948 and the Emergency Powers Act 1920, and addresses the contingency planning and emergency management responsibilities of local authorities and other agencies, such as the emergency services, as well as providing the framework by which the government may invoke emergency powers.
The aim of the Emergency Management  Section is to plan for a flexible approach to all manner of emergencies, enabling the County Council to respond effectively and in a way that is fully integrated with the response procedures of the emergency services, other local authorities and other partner agencies. In this respect the work of the Emergency Management Section centres around:

  • training & exercising, and

The Leicester, Leicestershire & Rutland Local Resilience Forum

In accordance with the Civil Contingencies Act, the Emergency Management Section continues to work closely with our partner agencies, through a body known as the Local Resilience Forum.  This forum is a multi-agency group committed to making Leicester, Leicestershire and Rutland a safer place by ensuring that we and our partners can respond effectively when incidents do occur.
The purpose of the Local Resilience Forum is to ensure effective delivery of those duties under the Civil Contingencies Act that need to be developed in a multi-agency environment.

Chapter 2 of this guidance document describes, in generic terms, the concept of the LRF and what the establishment of an LRF aims to achieve, together with suggested terms of reference for the Forum.

Preparing for Emergencies


The government sent a booklet 'Preparing for Emergencies - What you need to know' to every home in the UK, in August 2004. The booklet contains practical advice on the steps you can take to help yourself and your family in the event of an emergency.
The Preparing for Emergencies website accompanies the booklet and provides online advice covering:
  • Guidance of how to prepare for a variety of emergencies that could occur
  • What to do in the event of an emergency
  • What the government is doing to protect the country
