Late in 2004, EMA carried out a consultation on their proposals to change controlled airspace around the airport.  The consultation period ended in January 2005 and the County Council and others made their views known. [link to December 2004 Cabinet report]
The Civil Aviation Authority (CAA) on 28th February 2005 granted the go ahead for the changes in a letter that they sent to the County Council.  The letter also included an environmental report by the CAA which set out in more detail their reasoning.
The CAA documents can be viewed here
The new routes became effective from 12 May 2005.  The documents which explain the new routes can be viewed on the NEMA website.
