EXAMINATION OF THE WASTE CORE STRATEGY

This page will provide details of the examination arrangements, key dates and links to other relevant information.  In June 2008, Leicestershire County and Leicester City Councils submitted the draft Waste Core Strategy & Development Control Policies document, alongside a number of supporting documents.  The consultation period on the Submission draft document ran until 4th August 2008.  A summary of the main issues raised and the number of respondents has been produced.

The Inspector

A Government Planning Inspector, (Andrew S. Freeman BSc (Hons), DipTP, DipEM, FRTPI, FIHT, MIEnvSc), has been appointed to undertake an independent examination (hearing) into the soundness of the Minerals and Waste Core Strategies.  The role of the Inspector is to consider whether the documents meet the requirements of the Planning and Compulsory Purchase Act 2004 and the associated Regulations.  The Inspector will also determine whether they satisfy the tests of soundness.  Following the closure of the Examination, the Inspector will prepare a report with precise recommendations that will be binding for the Councils.  The Inspector will take into account the representations submitted on the Core Strategy and it is likely that a number of formal round table debates will take place on each of the principal matters outlined by the Inspector.

The Programme Officer

The Programme Officer acts as the contact point for any person who has made representations at the submission stage and acts as a liaison between the Councils, examination participants and the Inspector.  The Officer is the first point of contact for any questions relating to timetabling or procedural matters and all statements will be submitted through them.  Any matters that anyone wishes to raise with the Inspector should be raised via the Programme Officer.
The Programme Officer, Judith Billington, will act independently on behalf of the Inspector to organise and manage the administrative and procedural matters of the examination process.
