About Scaffolding Permits
Leicestershire County Council is the Highways Authority for all Leicestershire highways maintained at public expense with the exception of motorways or trunk roads (A14, A42, A46, A5, A50, A52) in the county which are the responsibility of the Highways Agency. It is not responsible for any highways in Leicester city or Rutland.
A scaffolding operator who wishes to place scaffolding on a highway maintained by Leicestershire County Council at public expense must be registered with Leicestershire County Council and have current Public Liability Insurance of at least £5 million. The operator can then request a permit to place scaffolding on the highway. You can use the Highway Status Search to find out if a named road is maintained by the County Council as Highway Authority.
Scaffolding permits can only be issued to operators not individual members of the public. If you would like to put scaffolding on the road, grass verge or footway, you should speak to a scaffolding company who will apply for a permit on your behalf. You can search for Scaffolding Companies in Leicestershire on the Yellow Pages website: www.yell.com.
- Permits are required so that applications for scaffolding to be placed on the public highway comply with the requirements of legislation.
- Permits ensure that scaffolding does not block access to property or apparatus within the highway, reduce highway widths to an unacceptable extent or to restrict visibility at junctions, accesses and crossing points.
- There must be at least three complete working days before the start date of the permit.
- A scaffolding permit may be valid for between 1 and 28 days.
- Renewals of a permit are allowed. There is no limit to the number of renewals - the Technical Officer makes the decision.
- Scaffolding on the highway must be properly maintained, vertical poles must be highly conspicuous (usually by reflective tape), and lights placed as per the conditions.
- Scaffolding must be removed from the highway upon expiry of the permit.
On the 27th June 2007, Leicestershire County Council made a decision to charge for Scaffold permits. The charges come in to effect from the 1st January 2009, and will be £30 per week or any part of a week, (a week is any 7 days).
