About Skip Permits
Leicestershire County Council is the Highways Authority for all Leicestershire highways
maintained at public expense with the exception of motorways or trunk roads (A14,
A42, A46, A5, A50, A52) in the county which are the responsibility of the Highways Agency. It
is not responsible for any highways in Leicester city or Rutland.
A skip operator who wishes to place a skip on a highway maintained by Leicestershire
County Council at public expense must be registered with Leicestershire County Council and have current
Public Liability Insurance of at least £5 million. The operator can then request a permit to place a
skip on the highway. You can use the Highway Status Search to find out if a named
road is maintained by the County Council as Highway Authority.
Skip permits can only be issued to operators
not individual members of the public. If you would like to put a skip on the road, grass
verge or footway, you should speak to a skip hire company who will apply for a permit on your behalf.

- Permits are required so that applications for builder's skips to be placed on the public highway comply with the requirements of legislation.
- Permits ensure that builders skips do not block access to property or apparatus within the highway, reduce highway widths to an unacceptable extent or to restrict visibility at junctions, accesses and crossing points.
- There must be at least three complete working days before the start date of the permit.
- A skip permit may be valid for between 1 and 14 days.
- Renewals of a permit are allowed. There is no limit to the number of renewals - the Technical Officer makes the decision.
- Skips on the highway must be properly maintained, clean and guarded during the day by traffic cones and fitted with lamps during the hours of darkness.
- A skip must be removed from the highway not later than two days after it has been filled or upon expiry of the permit.
On 27
June 2007, Leicestershire County Council made a decision to charge for skip
permits. The charges came in to effect from 1 October
2007, and will be £30 per week or any part of a week, (a week is any 7 days).
Invoices will be based on a calendar month and will show the location of each skip
and the period the charge relates to.
