Special educational needs and disabilities (SEND) school transport

Your child may be able to get free transport to school if they are aged 5 to 16 and have special educational needs or a disability (known as SEND). You may need to pay for transport if your child is under 5 years old and going to nursery or 16 to 25 years old and going to school or college.

Appeal the offer of a Personal Transport Budget (PTB)


For us to consider your individual circumstances you will to submit an appeal against the PTB offer.  There is an appeal form that has a standard set of questions, which are designed to identify where a family’s or child’s circumstances amount to exceptional, making a PTB unsuitable for their individual needs.

Please return it to the address detailed on the form.


You must send in the appeal form within 20 working days of receiving our offer of a PTB Working days are Monday to Friday (excluding bank holidays).

What happens next

Your appeal will be considered by a Reviewing Officer and a decision given to you within 20 working days.

Succesful appeals

If your circumstances are exceptional, your appeal will stop and we will offer other transport arrangements for your child.  Please note, a PTB will continue to be paid until those new arrangements can be put in place, which may take up to 4 weeks in the peak period at the start of the academic year. 

Unsuccesful appeals

If we don’t change our decision and you still believe a PTB is not suitable, you can ask us to proceed to a Stage 2 review.

Stage 2 Appeal reviews

The appeal review is the second stage of the appeal process and will be conducted by an independent panel of officers with relevant knowledge or experience. 

You can submit further explanation or evidence of your family’s circumstances to support your appeal.


We will tell you the date and time of the appeal panel review at least 10 working days before.

You must send any extra documents or evidence that you want the panel to look at to the Clerk to the Appeals Panel, at least 5 working days before the date of the review.

After the review

The panel will make their decision in private. The chair of the panel will write to you to tell you the decision within 5 working days of the appeal review.

That decision will be final. You can’t appeal again.
