SEND Special provision capital fund

The Government has committed additional funding to help local authorities with Special Education Needs and Disabilities (SEND). Our plan sets out how we'll invest it.

Local authorities must ensure there are sufficient good school places for all pupils, including those with SEN and disabilities. Consultation with parents and carers, schools and other key professionals in Leicestershire has confirmed that we do not have enough locally based specialist provision.

The Government has committed additional capital funding to help local authorities create new school places and improve existing facilities for children and young people with SEN and disabilities, in consultation with parents and providers. This funding can be invested in mainstream schools and academies, special units, special schools and academies, early years settings, further education colleges or to make other provision for children and young people aged from 0 to 25.

SEND special Provision Capital Fund

Between April 2018 and March 2021 Leicestershire received a total of £3,611,307 from the Government’s SEND Special Provision Capital Fund.  Details of how the authority invested these funds and other resources in the creation and improvement of SEND provisions can be found in the following plan:

High Needs Provision Capital Allocation Grant

2021 - 2022

For 2021/22 the Government announced a new grant - the High Needs Provision Capital Allocation (HNPCA) – to assist local authorities deliver new SEND places needed for the 2022/23 academic year.

Leicestershire will receive £3,641,555 HNPCA grant. Details on how the authority intends to invest these funds and other resources can be found in the following plan:

2022 - 2023 and 2023 - 2024

In March 2022 the Government announced two further years of High Needs Provision Capital Allocations (HNPCA), covering financial years (FY) 2022-23 and 2023-24.

Leicestershire County Council will receive £7,607,222 for 2022-23, and £8,900,273 for 2023-24. Details on how the authority intends to invest these additional funds and other resources can be found in the following updated plan:
