Affected council services
Many of our services – particularly those supporting vulnerable people – are running as normal.
Some of our services have either moved online or been stood down and we’re bringing these back where we can, in line with the latest Government guidance.

Adult day servicesHide content
Adult day services have been closed until further notice.
A number of Go Learn courses have been moved online to continue learning virtually.
Some courses, which require face-to-face learning, have resumed in classrooms where social distancing and safety measures are in place.
Class sizes are reduced, one-ways systems have been outlined and the buildings where classes take place are covid-secure.
You can now enrol for a Go Learn course online.
Blue Badge and concessionary bus passesHide content
On 3 April 2020 the Department for Transport announced that local authority parking teams should not issue Penalty Charge Notices for Blue Badges with an expiry date of 1 January 2020 onwards. This will continue until 30 September 2020, and only applies to local authority parking not private car parks such as hospitals, shopping centres and supermarkets. If your Blue Badge is due to expire in the next two months or has already expired, you are advised to submit your renewal application as soon as possible to allow time for applications to be processed before 1 October 2020.
We are still accepting new and renewal applications for Blue Badges and concessionary bus passes. There will be some delay to the processing of Blue Badge and concessionary bus pass applications, and dealing with enquiries, due to the change in working arrangements. Please use online application and renewal forms where possible. Please note that due to the restrictions put in place and for the protection of applicants and our staff as a result of the Coronavirus pandemic, we have suspended face to face assessments. If relevant, you will be added to a waiting list and invited to attend an assessment once they recommence. We thank you for your patience at this time.
Apply for a Blue Badge online
Renew a Blue Badge onlineOn Monday 8 June 2020 normal rules for concessionary travel were reinstated, with free travel before 9.30am Monday to Friday being removed. All concessionary pass holders whose journey starts in Leicestershire may travel for free on local bus services between 9.30am and 11pm (Monday - Friday), all day Saturdays, Sundays and bank holidays.
You should:
- check if operators have any special rules and arrangements in place before you travel
- practise social distancing whilst on board
- wash your hands or use alcohol-based hand sanitiser when you get off

Children and family wellbeing centresHide content
These centres are now closed until further notice.

County hall is open Monday to Friday (9.30am - 4.30pm).
People who are able to access our parks are welcome to visit as part of their daily exercise, but should follow social distancing guidelines at all times.
Parts of Watermead Country Park fall within the restricted area, but the park itself is not affected and the toilets remain closed.
Car parks in all country parks are in operation and the following toilet facilities are open:
- Beacon Hill Country Park
- Shenton Station
- Market Bosworth Country Park
To help ensure safety within the parks, we are reducing the capacity in car parks, installing additional signage and increasing the presence of wardens and rangers on site.
Ticket machines are regularly sanitised, but we ask that contactless payments are used where possible and Government hygiene recommendations are followed:
- use gloves for shared surfaces e.g ticket machines and regularly sanitise hands.
Beacon Hill Cafe is operating a dine-in and takeaway service. Opening hours will differ and visitors are encouraged to check the Facebook page for the latest information.
Playgrounds, toilets (except those listed above), 1485 Tithe Barn and other visitor facilities are closed and will remain closed until further notice.

Bosworth Medieval Festival

All events and activities usually held at libraries have been cancelled.
Our council-run libraries are now open to browse, borrow and return items. You'll need to Book a library visit.
These libraries are also offering a Click and Collect service.

The Park and Ride service that resumed on 1 June 2020 is continuing despite the increased lockdown restrictions in Leicester.
Buses are operating from Meynell's Gorse and Enderby terminals. Capacity on buses will be limited to ensure social distancing. Customers are required to wear face coverings on public transport and are encouraged to use contactless payments where possible.
The Birstall site remains closed while it's being used as a COVID-19 test centre.
Recycling and household waste sitesHide content
Some of our recycling and household waste sites have reopened. They aren't affected by the increased restrictions.
Please book an appointment if you need to visit a site.
Permits
Applications for waste permits remain suspended until further notice, for all sites.
The government is now allowing birth registrations, weddings and civil partnerships and citizenship ceremonies to take place.
We've made our office covid-secure and all customers should refer to our Registration services and Coronavirus updates page for further information.
Registration of deaths
From 30 March 2020 registrations of deaths will move to a telephone basis. Your doctor or hospital will send the medical certificate to the registration service electronically and we will contact you to make a telephone appointment, complete the registration and issue the green form for burial or cremation electronically. Death certificates will be posted to you and you will be asked to make payment for these on the telephone at the time of registration.

Trade waste
We no longer be taking cash or cheque payments at the Whetstone Transfer Station weighbridge. There will also be a new process for credit cards where the driver will be asked to call the number displayed at the site and give the operative the card details. Receipts will then be sent via email.
Whetstone weighbridge will not be open on Saturday mornings (until further notice).
