Attend a council meeting or watch online

You can watch public council meetings online or attend them in person.

Watch a council meeting online

All public council meetings are streamed live. You can watch live meetings and recordings of previous meetings on the council’s Leicestershire County Council YouTube channel.

Attend a council meeting

You’re welcome to attend and observe the public parts of council meetings. Most meetings take place at County Hall, Glenfield.

Check the council’s calendar of meetings for dates, times, locations, agendas, reports and minutes. Agendas are normally published 5 clear working days before a meeting.

Use the Forward Plan to see key decisions and decisions expected to be taken in private. It is published at least 28 days before the relevant Cabinet meeting.

Before you attend

Allow enough time to sign in and complete any entry checks. Admission depends on available space and arrangements for managing the meeting safely. For meetings expected to attract significant public interest, we may use advance registration, tickets or an overflow viewing area.
If confidential or exempt information is discussed, you and members of the press may be asked to leave. These items are placed at the end of the agenda where possible, and the reason will be explained.

Security

We may use security measures such as bag searches or other screening. You must follow reasonable instructions from council officers and security staff. Placards, banners and similar items are not allowed in meeting rooms. Avoid bringing large bags unless necessary.

Accessibility and individual requirements

If you need reasonable adjustments, have accessibility requirements or are concerned about the security arrangements, email democracy@leics.gov.uk before the meeting where possible. We will consider what reasonable and practical arrangements can be made.

Behaviour at meetings

You may express your views or protest peacefully and lawfully, but you must not disrupt the meeting, intimidate others, create a safety risk or prevent council business from taking place. Follow reasonable instructions from the Chair, Democratic Services officers and security staff. You may be asked to leave if your behaviour disrupts the meeting.

Filming and recording

Public meetings may be filmed and broadcast live. The Chair will announce this at the start of the meeting, and a notice will be displayed at the entrance. If you remain after the announcement, your image may appear in the broadcast.

Members of the public and the media may film, record and report on public proceedings in line with the council’s Meeting Procedure Rules (PDF). Respect other people’s privacy and do not capture confidential, personal or sensitive information.

Ask a question at a meeting

You must submit your question in advance. Read the guidance on how to ask a question at a committee or board meeting.
