Draft Belonging in Education Strategy 2026-2029

Have your say on our draft Belonging in Education Strategy 2026-2029.

This consultation runs from Wednesday 22 April to Wednesday 3 June 2026.

We know that children and young people need to feel a sense of belonging in the educational provision they attend. In Leicestershire we want all our children and young people to feel a sense of belonging in Education, so they can live their best lives and be the author of their own life stories.

The draft Belonging in Education Strategy 2026-2029 describes how when children start their educational journey, social communities have a powerful impact on shaping their future. Extensive national research shows that children and young people who feel safe, valued, and cared for at school are more likely to achieve academically, build strong social connections, and develop a confident sense of belonging.

This Strategy is a collective system-wide response and reframes system improvement around belonging as the driver for better outcomes and improved attendance. It sets out a shared vision for children and young people to feel that they are welcomed, valued and included in their education setting; have strong, trusting relationships with adults and peers; experience autonomy and agency to become the author of their own life story and to be supported effectively when belonging breaks down – ensuring no-one is left behind.

The strategy aims to provide clear priorities for schools, local authorities and partners to work towards with measurable outcomes. This is rooted in supporting children and young people to feel a sense of belonging in their educational provision.
