Leicestershire Health and Wellbeing Strategy

The Joint Local Health and Wellbeing Strategy sets out how partners will work together to allow everyone across Leicestershire the best opportunity to live long, good quality and happy lives.

The strategy covers the 10-year period from 2022 to 2032. It was reviewed in 2025 to reflect the changing health and wellbeing needs of the people of Leicestershire. A full review will be undertaken before the strategy concludes in 2032, allowing time to assess progress, incorporate learning and inform future planning.

The strategy is informed by the Joint Strategic Needs Assessment (JSNA) which identifies the current and future health and wellbeing needs of people in Leicestershire and helps partners decide what action is needed.

Strategy aims

The strategy aims to:

  • Take a person centred and holistic approach - where services are adapted to the individuals' needs, rather than one size fits all.
  • Embed prevention in all we do - to improve longer term health and reduce costs across the system.
  • Enable independence and self-care – to help people manage their health and wellbeing and reduce the impact of long-term conditions.
  • Promote equitable access to services – to reduce health inequalities and help people get the right support for their needs.
  • Support a trauma-informed approach throughout the life course – recognising that trauma can have long-term impacts on health and wellbeing.
  • Align strategies and priorities across the system – to support new and existing strategies to align with our shared health and wellbeing priorities.
  • Build resilience and sustainability – to help individuals, communities and services adapt, recover and thrive, while supporting sustainable health and wellbeing services.

A life course approach

A life course approach has been used to:

  • identify high level strategic, multi-organisational priorities, and
  • provide clear accountability to the Leicestershire Health and Wellbeing Board.

The four life courses include: 

  1. Best start for life – pre-natal to 19 years, or to 25 years for special educational needs
  2. Staying healthy, safe and well – 19 years or 25 years plus – some services cover all ages
  3. Living and supported well – older people and those with health needs
  4. Dying well – end of life

The three cross cutting priorities include:

  1. Improved mental health – all ages
  2. Reducing health inequalities – all ages
  3. Health protection and emergency preparedness – all ages

The strategy sets out where we are now, what success looks like, and our commitments to Leicestershire residents.
