Local Government Reorganisation (LGR) is a nationally significant programme of change which will reshape how local government is structured and how public services are delivered in the future. Secondment roles

We are currently inviting applications for the following secondment roles from individuals currently employed by one of the 10 local authorities across Leicester, Leicestershire and Rutland. Successful applicants will remain employed by their current employer for the duration of the secondment.

LGR Implementation Director (Secondment for 2 years)

£98,673 - £111,606 per annum, pay award pending

As the LGR Implementation Director, you will provide strategic direction and programme leadership to support the successful transition from the current local authority arrangements to the new unitary council structure, ensuring the change is well planned, legally sound, financially sustainable and focused on improving outcomes for residents.

Working at the heart of a complex, high-profile programme, you will lead the Programme Management Office and work closely with Chief Executives, senior officers, elected members, Government, partner organisations and wider stakeholders. You will be responsible for shaping and driving a clear, costed and timebound implementation plan, establishing effective governance arrangements, managing risks and issues, and ensuring the new authority arrangements are delivered safely, efficiently and with minimal disruption to services, residents and businesses.

We are looking for an exceptional senior leader with a strong track record of delivering large-scale transformation or reorganisation programmes in a complex public sector environment. You will bring significant programme leadership experience, strong political awareness, excellent stakeholder management skills and the ability to build trust, consensus and momentum across multiple organisations. You will also be confident operating in ambiguity, balancing strategic leadership with practical delivery, and maintaining pace while protecting business-as-usual services.

This role will be based at County Hall and will involve travel across the Leicester, Leicestershire and Rutland area.

LGR Programme Manager (Secondment for 2 years)

£63,027 - £69,342 per annum, pay award pending

We are looking for an LGR Programme Manager to support the planning, governance and delivery of the Local Government Reorganisation programme across Leicester, Leicestershire and Rutland (LLR). Working closely with the LGR Programme Director, Senior Responsible Owner, Implementation Team, senior leaders and partner organisations, you will help establish and manage robust programme arrangements, coordinate key workstreams, oversee risks and issues, support financial and progress reporting, and ensure effective stakeholder engagement.

This is a pivotal role for someone who can bring structure, pace and clarity to a demanding programme environment. You will have experience of managing significant programmes or projects, influencing partners, working with senior managers and members, and using strong communication, negotiation and report-writing skills to support informed decision-making.

We are looking for someone who is financially literate, confident in applying formal programme or project management techniques, and able to lead and motivate teams while keeping delivery, outcomes and stakeholder engagement firmly on track.

This role will be based at County Hall and will involve travel across the Leicester, Leicestershire and Rutland area.
