Green Living Leicestershire Home Upgrade Grant (HUG)

The Home Upgrade Grant (Phase 2) is a Government backed scheme delivered by local authorities to improve home energy efficiency.

 

 This scheme is for eligible households without mains-gas heating. Please note that the eligible gross household income threshold has increased to £36,000 (previously £31,000)

This scheme is being delivered for the following local authorities:

  • Blaby
  • Charnwood
  • Harborough
  • Hinckley and Bosworth
  • Melton
  • North West Leicestershire

The aim of the scheme is to improve the warmth and comfort of homes that do not have mains-gas heating, whilst also reducing energy bills, carbon emissions and levels of fuel poverty across the county. Eligible households could receive free energy efficiency improvements or clean heating (such as air source heat pumps) for their homes, following a home assessment.

Eligibility

Owner occupier

Free installs for residents who own the property they live in and do not use mains gas for their primary heating.

One of the following income criteria:

  • Your household combined annual income is £36,000 gross or below
  • You are on eligible means tested benefits
  • You live in a priority neighbourhood which has been identified by Central Government. Please see if your postcode is eligible:

AND

One of the following property criteria:

  • Your home must have an Energy Performance Rating (EPC) under 3 years old of either D, E, F or G. You can check your existing EPC rating at GOV.UK: Find an energy certificate
  • If your EPC is over 3 years old or you do not have an EPC certificate confirming your home’s rating, we will arrange one for you free of charge. Once completed this will need to be D, E, F, or G to proceed..

Additional information

  • If the property has received previous funding under Green Living Leicestershire home energy grant as an off-gas property you can only apply for clean heating technology under this scheme. You will need to have received insulation under the previous scheme and your property will need to be ready for clean heating.
Private rented property

For residents who rent the property they live in from a private landlord and do not use mains gas for their primary heating.

One of the following income criteria:

  • Your household combined annual income is £36,000 gross or below
  • You are on eligible means tested benefits
  • You live in an area identified by the Department of Energy Security and Net Zero, which is automatically eligible through the income criteria  – please see if you're eligible:

AND

One of the following property criteria:

  • Your home must have an Energy Performance Rating (EPC) under 3 years old of either D or E. You can check your existing EPC rating at GOV.UK: Find an energy certificate
  • If your EPC is over 3 years old or you do not have an EPC confirming your home’s rating, we will arrange one for you free of charge. Once completed this will need to be D or E to proceed.

AND

All the below for landlord criteria:

  • The landlord must only have 4 or less rental properties
  • The landlord must not have received subsidy over the minimal financial assistance limit of £315,000
  • The landlord will need to contribute a third of the total cost

Additional information

  • Your landlord will need to agree all work to their property. Please notify your landlord about the scheme and provide their name and phone number on the below form
  • If the property has received previous funding under Green Living Leicestershire home energy grant as an off-gas property you can only apply for clean heating technology under this scheme. You will need to have received insulation under the previous scheme and your property will need to be ready for clean heating.

Please note: Eligibility for the scheme does not guarantee that energy efficiency measures will be received.

Your customer journey

  1. Registration and eligibility checks with YES Energy Solutions
  2. Your information is passed to our service provider who will carry out any missing Energy Performance Certificates
  3. Home assessments are carried out by our service provider
  4. Energy efficiency measures and/or clean heating installations are planned
  5. Checks take place through Leicestershire County Council and approval is sought from the Department of Energy Security and Net Zero (by Leicestershire County Council)
  6. Dates for installs are agreed and installation takes place
  7. The service provider will provide documentation for the install and explain how to use any technology (if applicable)
Home assessment

Leicestershire County Council’s appointed service provider E.ON Energy Solutions and/or their sub-contractor partners will visit you to determine what improvements are suitable for your home.

The property assessment will be carried out as part of the retrofit process and comply with the latest PAS 2035 guidance.

It will examine the energy needs of the whole property and make recommendations by addressing the fabric of the building first, such as insulation.

Several visits may be required to assess your home and survey for specific recommended measures.

Installation

Installs will be agreed in advance with the property owner. Please note that the home assessment will be used to determine the most appropriate types of measures.

Leicestershire County Council will check that the proposed installs fit within the funding criteria and are within budget, we will then request approval from the Government Department of Energy Security and Net Zero.

The Installs will be carried out by contractors appointed by our delivery partner E.ON Energy Solutions Ltd who are Trustmark registered and comply with the latest PAS 2035 guidance.

It is a requirement of PAS 2035 that properties have adequate ventilation to prevent a build-up of condensation and maintain airflow. Where this is found to be insufficient additional ventilation will need to be fitted alongside the energy efficiency measure.

If this is a private rental property, the landlord contribution will be needed prior to the install.

Aftercare

The installer will explain the use of any technology installed and provide any relevant documentation.

The scheme includes warranties and guarantees with applicable terms and conditions in accordance with the measures installed per job.

Please note: there can be a waiting period following survey for measures and confirmation that measures can be offered.

Further information
  • The property must be off-gas for heating, a broken boiler does not qualify, however there can be a gas cooker. (Types of eligible heating include; electricity, oil, coal, LPG, or solid fuels).
  • There may be some limited availability to install insulation on park homes.

  • This scheme includes average price caps per property which will impact on the amount of work that can be carried out per property.
  • The grant will prioritise the most inefficient properties and an eligible application does not guarantee receipt of measures, which are subject to survey, availability, property suitability, access, funding caps and timescales.
  • Green Living Leicestershire is a partnership between Leicestershire authorities to deliver projects supporting sustainability and Net Zero - the reduction of greenhouse gas emissions to as close to zero as possible.
  • Certain households may be offered the option to have free bird boxes fitted as part of the Swift Action for Swifts initiative depending on the types of energy efficiency measures proposed and location. Households in identified nesting areas will be contacted at survey stage with more information about this offer.
