The Warm Homes: Local Grant is a government-funded scheme delivered by Leicestershire County Council in partnership with Green Living Leicestershire. It will provide energy efficiency measures and low carbon heating to low-income households living in privately owned homes.
This scheme is being delivered for the following local authorities until March 2028:
- Blaby
- Charnwood
- Harborough
- Hinckley and Bosworth
- Melton
- North West Leicestershire
Eligible households could receive free energy efficiency improvements or clean heating (such as air source heat pumps) for their homes, following a home assessment.
The scheme is open to homeowners, private tenants and leaseholders.
If you are a private tenant or leaseholder, and think that you might be eligible, please speak to your landlord or managing agent first and include their contact details on the application form.
Eligibility
Please note: Eligibility for the scheme does not guarantee that energy efficiency measures will be received. If the scheme is oversubscribed, we may need to add additional criteria to prioritise properties based on need.
Eligibility is required for the Household and the Home and the Landlord (if applicable).
Your household
One of the following must apply to your household. This applies to all adults living at the property, unless in full-time education*:
- You live in a qualifying postcode area (applies to Charnwood, Hinckley or North West Leicestershire). Where oversubscribed, we may prioritise households in eligible postcodes with a gross household income below £50,000 a year to ensure support is directed to those most in need first. Please check here to see if your postcode qualifies:
- You are on eligible means tested benefits.
- Your household combined annual income is £36,000 gross or below**
- Your household income is above £36,000 gross, but falls below the After Housing Costs & Tax threshold. This varies depending on who occupies the house. Please check the tables below to see if you are below the threshold.

ECO Flex Route
You may be eligible through additional criteria known as ‘ECO Flex Route 2’, if no other route applies.
To make the Warm Homes: Local Grant as accessible as possible, ECO Flex Route 2 is also being used for the most inefficient homes with an EPC of E, F or G, with a combination of health needs and low-income eligibility.

Your home
For owner occupier
Your home must have an Energy Performance Certificate (EPC) rating of D, E, F or G. You can check your existing EPC rating at GOV.UK: Find an energy certificate.
If your home does not have an EPC, but you meet the other criteria, please get in touch and we will check this for you free of charge. Once completed this will need to be D, E, F or G to proceed.
Where ECO Flex route is applied (see dropdown) only EPCs E, F and G are eligible.
For privately rented homes
Your home must have either:

- a Properties rated EPC F and G must have a registered exemptions under the Energy Efficiency (Private Rented Property) (England and Wales) Regulations 201516. This is because funding cannot be used to make these properties compliant with existing regulations, but funding may be used to improve the property beyond the minimum legal requirement.
Where ECO Flex route is applied (see dropdown) only EPC E, F and G are eligible.
AND
The landlord (if applicable)
To support fuel poor tenants living in privately rented homes, the Warm Homes: Local Grant will allow one eligible home to be fully funded per landlord. A 50% cost contribution is required for any additional homes upgraded after the first.
Tenants are not required or expected to make any contributions to the cost of upgrades or their rent increased as a result.
Please note that the Department of Energy Security and Net Zero will be monitoring the uptake from landlords and Leicestershire County Council will register each landlord with the Department prior to government approval of any works. Permission will be sought from landlords before registration.
Eligibility for the resident and property are as above.
The landlord must:
- Confirm that the Minimal Financial Assistance (MFA) limit of £315,000 will not be exceeded by the landlord receiving the proposed assistance to comply with subsidy rules under the Subsidy Control Act (2022).
- After the first property, if further properties receive measures, the landlord will need to contribute 50% of the total cost.

Your customer journey
Please note that the process can take several months.

Our service provider, Sustainable Building Services (UK) Ltd, will collect your registration details and carry out eligibility checks, this might include any missing Energy Performance Certificates (EPC).

More detailed Home Assessments will be organised by Sustainable Building Services (UK) Ltd to identify the best energy efficiency measures for your home. (Please note the actual property energy efficiency rating will be taken into consideration during the approval of energy efficiency measures).

You will be notified of the outcome of the assessment, and options for energy efficiency measures and/ or clean heating installations discussed (subject to scheme compliance).

An additional visit may be needed to complete the install design plan, depending on the measure selected.

Checks take place through Leicestershire County Council and approval will be sought from the Department of Energy Security and Net Zero (by Leicestershire County Council).

Planning permission will be sought, if needed.

Dates for installation will be agreed and measures will be installed.

The installer will provide documentation for the install and explain how to use any technology (if applicable). The scheme includes warranties and guarantees with applicable terms and conditions in accordance with the measures installed per job.

The property will receive a new EPC.
Home assessments
Leicestershire County Council’s appointed service provider, Sustainable Building Solutions (UK) Ltd, will organise an assessor to visit your home to determine what improvements are suitable.
The property assessment will be carried out as part of the retrofit process and comply with the latest industry standards.
It will examine the energy needs of the whole property and make recommendations by addressing the fabric of the building first, such as insulation.
The current efficiency rating, including any works after the existing EPC, will be taken into consideration during the approval of energy efficiency measures, and must still comply with eligibility.
Several visits may be required to assess your home and survey for specific recommended measures.
Installations
Installs will be agreed in advance with the property owner. Please note that the home assessment will be used to determine the most appropriate types of measures in line with national standards.
Leicestershire County Council will check that the proposed installs fit within the funding criteria and are within budget, we will then request approval from the Government Department of Energy Security and Net Zero.
The Installs will be carried out by either Sustainable Building Services (UK) Ltd or one of their qualified partners, who are all Trustmark registered and comply with the latest guidance.
It is a requirement of national standards that properties have adequate ventilation to prevent a build-up of condensation and maintain airflow. Where this is found to be insufficient additional ventilation will need to be fitted alongside the energy efficiency measure.
For private rental properties, where 50% of the costs need to be covered by the landlord, the contribution will need to be paid prior to install.
Please note: eligibility does not guarantee that installs will take place.
Aftercare
The installer will explain the use of any technology installed and provide any relevant documentation.
The scheme includes warranties and guarantees with applicable terms and conditions in accordance with the measures installed per job.
It is a requirement of the scheme that the property receives a new EPC following the install.

Further information
- The Warm Homes: Local Grant is funded by the Department of Energy Security and Net Zero through Midlands Net Zero Hub.
- Park homes are eligible for support under the Warm Homes: Local Grant providing the park home is the permanent residence of the household and that the park home is expected to still exist (i.e. not be demolished) for the whole duration of the measure guarantee period. The energy performance of the park home must also be equivalent to an EPC band D-G.
- This scheme includes average price caps per property which will impact on the amount of work that can be carried out per property.
- The grant will prioritise the most inefficient properties, and an eligible application does not guarantee receipt of measures, which are subject to survey, availability, property suitability, access, funding caps and terms, and timescales.
- Please note that the grant is aimed at low-income households and additional criteria may be added if the scheme is oversubscribed.
