Market Harborough Transport Programme

Leicestershire County Council is developing a phased transport programme across Market Harborough.

Proposals

Through external funding secured through Section 106 contributions and the Active Travel England Grant (Consolidated Active Travel Fund) the schemes aim to support active travel options as well as easing congestion, with Phase 1 focusing on the Rockingham Road corridor.

What is happening in Phase 1

The proposed Rockingham Road cycling and walking improvements and junction renewal and upgrades are now at the detailed design stage. We will be exhibiting the design and traffic management proposals in the town in June, so that residents and other stakeholders can ask questions about the scheme. Exact dates and the location will be published shortly.

The scheme is funded by Section 106 developer contributions and Active Travel England. The upgrades to junctions will ensure they can cope and continue to flow well under the pressure of development growth in the town. Improvements to walking and cycling facilities will, in turn, compliment this by encouraging uptake of sustainable travel.

Key features of the design include:

  • Widened pavements to create more space for cyclists and pedestrians
  • New side road crossings that prioritise walking, cycling, and wheeling

Redesigned junctions at:

  • St Mary’s Road / Kettering Road
  • Rockingham Road / Gores Lane (including a new signalised pedestrian/cycle crossing of Rockingham Road)

These changes aim to ease congestion and support smoother travel

One Way Traffic Regulation Order:

The Council is proposing to introduce the Clarence Street one-way northbound arrangement initially as a trial. This approach will allow traffic movements, local impacts, and resident feedback to be carefully monitored in practice before any decision is taken on whether the arrangement should be made permanent. Resident experience and observed impacts at nearby junctions, including Albert Road, will form part of this assessment.

We are also proposing to enhance the area with tree planting and other environmental improvements.

The Rockingham Road scheme is planned to begin construction in August 2026 and continue until March 2027.

Looking ahead to Phase 2

Phase 2 will explore further opportunities to:

•    Expand cycling and walking facilities and reduce congestion, especially around The Square and Welland Park Road.
