Local Transport Delivery Plan

The Local Transport Delivery Plan (LTDP) 2026 to 2030 sets out how we plan to use our multi-year consolidated funding settlement from the Department for Transport (DfT) to maintain and improve Leicestershire’s transport network.

The plan supports our Local Transport Plan (LTP) by setting out how we are prioritising transport programmes and projects and how we plan to spend our four-year consolidated transport funding. It is a requirement from the DfT for all Local Transport Authorities to submit an LTDP to DfT by 31 October 2026, and to make a version available to the public.

The LTDP includes information about:

  • the range of schemes and interventions and intended outcomes
  • modes and scheme categories (list of categories provided by the Department for Transport)
  • where the investment will take place
  • high-level delivery milestones.

Find out more about projects and schemes

The LTDP includes investment in major transport schemes, local transport improvements, transport asset management, integrated transport and bus services.

The LTDP does not list for each intervention, the individual schemes or projects that sit within it. Our full, detailed programme for 2026/27 and our detailed draft programme for 2027/28 to 30 is available in Item 165: Appendix A of the report to Cabinet on 13 October 2026.

To provide greater visibility of schemes and programme development, work is continuing on developing a schemes database which will provide a visual, interactive view of current and upcoming schemes for the public and for Members.

The programme may change as project areas develop, costs are refined, approvals are secured and delivery requirements are confirmed. We will be providing financial and delivery monitoring information to the DfT, and updating our LTDP, on a quarterly basis.

Cabinet consideration

The Local Transport Delivery Plan was considered by Leicestershire County Council’s Cabinet on 13 October 2026.

You can view the report and supporting information on the Cabinet meeting page, see:

The schemes, interventions and programmes in the council’s LTDP, have been developed in accordance with the council’s Medium Term Financial Strategy (MTFS), and the MTFS refresh which was approved by Cabinet (Item 144) on 8 September 2026.

How the delivery plan relates to the Local Transport Plan

Our Local Transport Plan sets out the longer-term vision and priorities for transport in Leicestershire.

The Local Transport Delivery Plan focuses on how available transport funding will support programmes and improvements that contribute to those longer-term priorities.
