Local Transport Plan (LTP4)

The Local Transport Plan (LTP) is a statutory requirement of the Local Transport Act 2008, and the key mechanism for delivering integrated transport at a local level.

It helps to promote transport as an enabler to deliver on economic, environment and social objectives by planning for infrastructure and initiatives to help people and goods travel around.

Our fourth Local Transport Plan (LTP4) sets out our vision for transport and explains how we'll make sure that transport continues to play an important part in Leicestershire's success.

The Local Transport Plan 4 (LTP4) Core Document below was approved on 22 November 2024:

Our strategic vision

This plan sets out our vision:

Delivering a safe, connected and integrated transport network which is resilient and well managed to support the ambitions and health of our growing communities, safeguards the environment while delivering economic prosperity.

Core themes

It is supported by 5 core themes:

  • Enabling Health and Wellbeing
  • Protecting the Environment
  • Delivering Economic Growth
  • Enhancing our Transport Networks Resilience
  • Embracing Innovation

Delivery

The delivery of the core themes will be facilitated by the development of a suite of focused strategies, including the:

  • Enabling Travel Choice Strategy (ETCS)
  • Resilient Transport Network Strategy (RTNS)
  • Multi-Modal Area Investment plans

These will set out local priorities that will guide the development of transport solutions to ensure our communities stay safe and better connected.

A key mechanism to help deliver the LTP4 is our annual capital and works programmes, which set out what we intend to do to help deliver our LTP and the Local Transport Delivery Plan, which sets out the programme of transport projects and interventions planned for delivery in the coming years.

Previous Local Transport Plan

Due to the adoption of LTP4, our previous Local Transport Plan (LTP3) has now been revoked and archived, but can still be viewed below:
