This consultation runs from 23 September to 21 October 2025 (midnight)
We are consulting with all Leicestershire maintained schools and academies on a proposal to continue the 0.5% transfer from the Schools Block to the High Needs Block of the Dedicated Schools Grant (DSG) for the 2026/27 financial year.
This transfer would sustain a ringfenced SEND Investment Fund, focusing on strengthening the capacity of mainstream schools to meet the needs of children and young people with Social, Emotional and Mental Health (SEMH) needs.
The aim is to ensure early, targeted support is available to schools, reduce escalation to statutory Education, Health and Care Plans (EHCPs), and support a more inclusive and financially sustainable SEND system.
We are seeking the views of:
- all maintained schools and academies across Leicestershire
- special schools and schools with SEN resource bases
- school leaders, governors, and SENCOs
- relevant stakeholders engaged in SEND provision
Our statutory duty for making these proposals
Leicestershire County Council has a statutory duty to ensure all pupils have access to appropriate education and support. This proposal enables us to continue targeted investment that benefits schools and children.
Children affected by the changes
The proposals will benefit children and young people with SEMH needs by:
- supporting early intervention and consistent approaches to behaviour
- helping pupils remain in their local school setting, maintaining friendships and routine
- improving attendance and reducing escalation to costly placements
The reason we’re consulting
Although there is no legal requirement to consult on DSG transfers, schools and stakeholders have a legitimate expectation that decisions impacting funding are subject to consultation. Your feedback will help shape the approach before it is considered by the Schools Forum.
