Formal representations

If our Notice Processing Centre rejects your informal challenge and you don’t pay the charge, they will send a Notice to Owner to the registered vehicle owner.

 

Remember the owner of a vehicle is liable for the Penalty Charge Notice, even if they were not driving the vehicle when the parking fine was issued.

If you receive a Notice to Owner, you can use the form to make formal representations to the Notice Processing Centre.

Please refer to the Notice to Owner form which lists the legal grounds on which a formal representation can be made.

  • You should make your representations within 28 days of receiving the form
  • State your case clearly and simply
  • Provide any evidence to support your case-  ie receipts or witness statements (we recommend sending copies and not the originals)

You can submit formal representations online. You will need the PCN number, your vehicle registration and the web code that is on the Notice to Owner.

Submit Formal Representations online

You will receive a reply in the post either accepting or rejecting your formal representations. We aim to respond to you within 5 to 6 weeks, although this may take longer at certain times of the year. 

If your formal representation is successful the PCN will be cancelled and you pay nothing.

If your formal representation is unsuccessful you can either pay the PCN or continue to the next stage of the challenge process.
